Comment The male image appears to be an Edo Period high ranking fire official, indicated by his formal dress & small sword. He's sitting before his brigade's matoi. Firemen (hikeshi) placed a matoi on roof tops to notify people about the danger of a nearby fire. Each brigade of Edo firemen had their own individually stylilized matoi to identify themselve.
